A small buckle with individually riveted steel studs onto a base metal backing creating a butterfly. It was probably one of a pair of shoe buckles but would work as a belt buckle too possibly for a doll. It is stamped 'France' on the back.
There is one stud missing on the edge but they are so tiny that it isn't noticeable. No other damage.
