A turned wooden box there's a small circular hole near the top possibly to access a ball of cotton or string although it is in an awkward position.
It has a brown spotted design created by burning the wood which imitated the 'spotted tortoiseshell' found set into small items in the early years of the 19th century. The dome section is topped by a turned knob. The base just pulls off.
